Good news to share!
The 2014 UFR Preparation Manual was released yesterday and, after much consideration, the Commonwealth of MA, Executive Office of Health and Human Services (EOHHS) decided to allow providers to combine programs that have the same program code this year and not require you to separate non Chapter 257 funded costs from Chapter 257 funded costs. You may combine all contracts and report them in one program!
We have spoken with EOHHS, and learned that they have not yet reached a decision on how to present these costs going forward in 2015 and beyond. They expect to have more discussion and reach a decision on this in the fall. As a result, AAF still recommends that you review your contracts to ensure that you have captured all programs that have shifted to Chapter 257 and that your general ledger contains sufficient information to capture financial data in the detail that may be needed to prepare the UFR given these new rates. EOHHS did state that further instructions will be coming out in the next couple of months and will impact the 2014 UFR.
EOHHS will send these instructions to each State Department who will, in turn, send them to each provider that receives funding from them. Please be on the lookout for these specific instructions and be sure to share them with your AAF audit team when you receive them as soon as possible. These notices are not sent to AAF as your auditor.
