MassHealth Issues One-Time Payments to Behavioral Health Care Providers

Please be aware that MassHealth has authorized its MassHealth Reinvestment Payment 2016, a distribution of managed care savings to Massachusetts behavioral health care providers. These payments are from managed care savings that the State has authorized to be disbursed to providers under contract with a Medicaid Managed Care Organization in CY 2014.
MassHealth has requested that Beacon Health Options (Beacon) administer these funds and apportion them among providers on behalf of MassHealth, the Executive Office of Health and Human Services and the managed care organizations that MassHealth partners with (Boston Medical Center HealthNet Plan, Fallon Health, Health New England, and Neighborhood Health Plan). Managed care reinvestment dollars are being paid out as a one-time payment and are independent of routine claims payment activity. Providers will receive a separate check from each payer, and MassHealth reportedly mailed the checks at the end of June. Most providers were notified in June that they would be receiving these payments and the checks were received in July.
Reinvestment dollars are being distributed based on a methodology recommended and approved by MassHealth, calculated on the volume of service rendered by contracted provider organizations in CY 2014, paid through August 25th, 2015. How to I report these payments?
These are supplemental payments and should be recorded as unrestricted when you have been notified of the supplemental payment. Please consult with your AAFCPAs team to determine how these payments should be reported on the Uniform Financial Report.
