EOHHS 3.75% Payment Contracts: AAFCPAs advises on where and how to record quarterly payments

Human & social services providers who do not yet have a regulation establishing a rate of payment for certain social services programs are now beginning to receive their expected quarterly payments from the Executive Office of Health and Human Services (EOHHS) for programs affected by Chapter 257.
Where and how do providers record payment?
Purchase of Service (POS) Providers currently doing business with EOHHS should have received a letter regarding these payments with an Attachment B indicating how the payments were calculated and what contracts where considered (see Attachment B sample).  Your 3.75% payments must be distributed to the programs where those contracts are recorded.  Since you will receive these payments in four installments, you may simply calculate a percentage (based on the contracts in the calculation) and apply it to each payment.  When it is time to prepare your Uniform Financial Statement, these payments should be recorded on line 29R – Other Mass State Agency POS.
