Maureen Staley, CPA

Maureen provides assurance, tax and advisory solutions to diverse nonprofits, including: foundations and grant-making institutions, multi-service human & social services providers, and community development corporations (CDCs) & their affordable housing projects. She has extensive experience leading efficient and unobtrusive audit teams, and providing strategic guidance regarding internal controls over financial reporting, and compliance with Uniform Guidance/Single Audit and Government Auditing Standards. Additionally, Maureen is highly sought-after for her expertise on the ever-changing Massachusetts Uniform Financial Statement (UFR) filing requirements.
Maureen has extensive nonprofit tax expertise, and advises tax-exempt entities in meeting requirements and mitigating risks related to: unrelated business income tax (UBIT); disclosure of executive compensation severance agreements; disclosure surrounding nonqualified retirement plans; reporting on lobbying activities; meeting the IRS’s public support test, and considerations for alternative tax status for long term issues. She provides advisory services to clients with properties qualified for low-income housing tax credits (LIHTCs), including assistance with: the application process, cost certifications and preparation and submission of numerous compliance forms on an annual basis.
Maureen advises private foundation clients on: proper treatment of program-related investments (PRIs), including record keeping and actions to be taken to comply with the expenditure responsibility rules governing PRIs and proper reporting on the Form 990PF. She provides calculation and tracking techniques to monitor and plan for the required annual distribution, including the impact of reporting for returned grants. Maureen provides guidance on monitoring the required estimated excise tax payments and managing tax rates. She offers best practice recommendations on financial reporting and recordkeeping, conflicts of interest and related-party activity, and overall fiduciary responsibility, including avoidance of self-dealing sanctions and penalties.
Maureen is a peer mentor to professional staff, and an active member of the firm’s Women’s Opportunity Network. She has been serving AAFCPAs clients since 1997.
